Position Information

This position in our Aviation Division supports maintenance management of aircraft from many different state agencies all over the state of Texas, including advance fixed wing turbofans and helicopter maintenance. Minimum Salary: 84,182.00 Maximum Salary: 142,374.00

Position Description

Manages the inspection and repair of fixed-wing passenger pressurized cabin aircraft with multi-engine reciprocating or turbine engines, single-engine pressurized cabin aircraft for special purpose or passenger use, and both single and multi-engine rotary-winged aircraft. Supervises a group of aircraft mechanics and technicians in work involving maintenance related activities and inspections and administering related contracted services. Reports to the section director. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential Duties:

Plans, assigns and supervises the work of others.

Ensures that accurate and complete work is accomplished on schedule for inspections and major maintenance jobs.

Keeps abreast of current aviation and aircraft developments to include industry guidelines/standards, applicable laws, regulations, policies and procedures.

Oversees activities to ensure training and development of staff.

Oversees and ensures recurring preventive maintenance activities and update of aircraft logs and other records of work are performed in accordance with Federal Aviation Administration and agency standards.

Oversees and is responsible for applicable contract services.

Oversees applicable procurement and purchasing activities.

Oversees avionics-related repair activities, to include contract services for these functions.

Oversees overhaul of aircraft components and systems to include aircraft engines/assemblies involving electrical, electronic, hydraulic and pneumatic systems.

Oversees work to inspect and maintain aircraft and ground based radio equipment.

Oversees workload of aircraft mechanics and plans, prioritizes, schedules and coordinates activities to support inspection and repair of applicable State of Texas aircraft.

Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: Bachelor's Degree in any discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience:

5 years of experience in fixed wing aircraft maintenance and repair work. Experience can be satisfied by full time or prorated part time equivalent.

Must have three (3) years supervisory/managerial experience.

Substitutions:

Related graduate level education may be substituted for experience on a year per year basis.

Project leader or lead worker experience may substitute for supervisory/managerial experience.

Licenses and Certifications:

Valid driver’s license. This position requires driving a state vehicle.

Must possess a current FAA Aircraft and Power Plant Mechanic's license applicable to aircraft operated by the State of Texas.

Monitoring and evaluating progress on work assignments, customer commitments, processes etc., to ensure timely and successful completion of assigned task

Using applicable hand and power tools, equipment, and mechanical devices of the trade

Diagnosing problems and repairing equipment to include electronic and mechanical components and subsystems according to defined codes and specifications

Leading, assigning, reviewing, and monitoring the work of others

Communicating technical information effectively

Training in a field environment

Physical Requirements and Working Conditions:

Subject to inside and outside environmental conditions including extreme cold and heat; below 32 and/or above 100 degrees for more than one hour

Subject to noise and vibration

Subject to hazards-moving vehicles/mechanical parts, high places/heat, or chemicals

Subject to atmospheric conditions-fumes, odors, dusts, mists, gases, poor ventilation

Subject to air and/or skin exposure to oils and other cutting fluids

Required to wear protective gear-respirator, hard hat, or another device

Works frequently in small/crawl spaces, narrow aisles or passageways, manholes, areas that can cause claustrophobia

Medium work: Lift up to 50 lbs at a time and frequently lift or carry objects up to 25 lbs

Climbing and Balancing - ascending/descending ladders, stairs, scaffoldings, ramps, and walking, standing, crouching on various surfaces without falling

Stooping and Kneeling: bending body downward and forward by bending spine at waist and bending legs at knee to come to a rest on knee(s)

Crouching and Crawling: bending body downward and forward by bending leg(s) and spine, moving about on hands and knees or hands and feet

Reaching-extending hand(s) and arm(s) in any direction

Standing and Walking: standing prolonged periods of time and moving on foot to accomplish tasks, walking long distance/from one work site to another

Pushing and Pulling: using upper extremities to press against object with force to move in a direction and using upper extremities to exert force moving objects in a sustained motion

Lifting: raising objects from lower to higher position/horizontally to a different position

Fingering, Grasping and Feeling: picking, pinching, typing; working primarily with fingers rather than whole hand, applying pressure to an object with fingers and palm, determining size, shape, temperature or texture of objects

Talking and Hearing: expressing or exchanging ideas by spoken words, perceive sound at normal speaking levels; receive information by oral communication

Repetitive Motion: substantial movements of the wrists, hands, and/or fingers

Close Visual Acuity: work includes data/figures; view a computer screen; extensive reading, includes visual inspection of small defects/parts, determine work quality/make general observations of facilities/structures

Close Visual Acuity: using measurement devices; and/or assembly or fabrication parts

Visual Acuity: operate machines, such as drill presses, power saws, and mills, operate motor vehicles and/or heavy equipment
